What is sent
- Immediate S/A-grade breaking updates
- Title and summary for each new information-library content article
- Independent delivery by locale; an unfinished translation delays only that locale
Confirmation and unsubscribe tokens are stored only as hashes; Telegram identifiers are encrypted at rest.
